Resumen
GR-NAT-05 es una naturalización honoraria según el artículo 13 del Código de Nacionalidad Griego (L.3284/2004). Eligibility rests on two alternative statutory gateways: (a) the alien rendered exceptional services (εξαιρετικές υπηρεσίες) to Greece, or (b) their naturalisation may serve an exceptional national interest (εξαιρετικό συμφέρον της χώρας). Either suffices; both are assessed in the State's reasoned discretion. No prior residence, language certificate or naturalisation fee is required, but the candidate must clear the Article 5(1)(b) criminal bar (verified as of 5 June 2026).

La disposición que rige es el artículo 13 (Τιμητική πολιτογράφηση) de la L.3284/2004 (ΦΕΚ Α' 217/10.11.2004), confirmado textualmente con el Código consolidado T1 a partir de la codificación del 17/9/2025. La designación del órgano recomendador fue actualizada procesalmente por el artículo 179 del L.4635/2019. El artículo renuncia a las condiciones del artículo 5 §2 y a los artículos 6, 7 y 8, pero no a la exclusión penal del artículo 5(1)(b).

Eligible. Naturalised by Presidential Decree on the Minister of the Interior's reasoned proposal, without residence, exam or fee; acquires Greek nationality on swearing the Article 9 oath.
Article 13 L.3284/2004 authorises honorary naturalisation for an alien who rendered exceptional services to Greece (here, exceptional philanthropy in education/science), waiving Article 5 §2 and Articles 6, 7, 8. Mirrors the confirmed September-2025 Blavatnik Presidential Decree (GR-SRC-233). Subject only to the Article 5(1)(b) criminal bar and the Article 9 oath.
No applicant-driven entitlement. There is no application that triggers Article 13; the route is State-initiated by a reasoned ministerial proposal. The direct municipal application does not, by itself, confer eligibility.
Article 13 vests a discretionary power exercised 'ύστερα από αιτιολογημένη πρόταση του Υπουργού Εσωτερικών' by Presidential Decree; it confers no right to apply or be granted. The candidate could only be naturalised honorarily if the State chooses to propose it (conservative-default reading per the statutory text, GR-EV-054).
Blocked. The honorary route cannot proceed because the Article 5(1)(b) criminal bar is not waived by Article 13.
Article 13 disapplies only Article 5 §2 (and Arts 6, 7, 8); the Article 5(1) formal preconditions, including the 5(1)(b) criminal bar, continue to apply (GR-EV-042). A disqualifying conviction blocks the grant regardless of the asserted exceptional national interest.
Not yet a Greek national. Nationality is acquired only upon the Article 9 oath; the gazetted Decree alone does not complete acquisition.
Even on the honorary route the Article 9 oath is the operative acquisition act (GR-EV-053). Until the oath is sworn (within the prescribed period), the person has not acquired Greek nationality. Reflects the Hislop-type honorary recognition pattern at the pre-oath stage (GR-EV-054).
The resident minor child becomes Greek without further formality, via the general Article 11 mechanism, provided that at the parent's oath the child is a minor, unmarried and permanently resident in Greece.
Article 13 itself addresses only the principal grantee, but Article 11 L.3284/2004 extends Greek nationality to a child of a naturalised person who is a minor, unmarried and resident at the date of the parent's oath (GR-EV-063). The honorary grantee's oath triggers this general extension for the resident minor child.
