Santa Lucía da efecto interno a la libre circulación de personas calificadas de CARICOM/CSME a través de la Ley de Nacionales Calificados de la Comunidad del Caribe: un certificado de reconocimiento/titular de un permiso de entrada NO está sujeto a ninguna restricción en la libertad de movimiento (incluida la salida y el reingreso de Santa Lucía) o en el empleo remunerado que no se aplicaría a un CIUDADANO de Santa Lucía: movilidad y derechos laborales equivalentes a ciudadanos SIN conferir nacionalidad (12 categorías calificadas en agosto de 2024/2025). La libre circulación de la OECO (Tratado de Basseterre revisado, en vigor el 21 de enero de 2011) otorga a todos los nacionales de la OECO un sello de estadía indefinida, trabajo sin permiso y derechos contingentes en todos los estados miembros del protocolo. La libre circulación COMPLETA de CARICOM NO está operativa para Santa Lucía (LC no está en el subconjunto de pioneros del 1 de octubre de 2025). Saint Lucia gives domestic effect to CARICOM/CSME free movement of skilled persons through the Caribbean Community Skilled Nationals Act: a Certificate of Recognition / entry-permission holder is NOT subject to any restriction on freedom of movement (including leaving and re-entering Saint Lucia) or on gainful employment that would not apply to a Saint Lucia CITIZEN — citizen-equivalent mobility and work rights WITHOUT conferring nationality (12 skilled categories as at Aug 2024/2025). OECS free movement (Revised Treaty of Basseterre, in force 21 Jan 2011) gives all OECS nationals an indefinite-stay stamp, work without permit, and contingent rights across protocol member states. CARICOM FULL free movement is NOT operative for Saint Lucia (LC not in the 1 Oct 2025 first-mover subset). Sub-citizenship status; does not lead to nationality; preserves original nationality.

  • Commonwealth membership for citizenship purposes is statutorily enumerated: 'Commonwealth' for the Citizenship Act includes Saint Lucia, the United Kingdom, Canada, Australia, New Zealand, India, Pakistan and a closed list of named member states plus associated states/dependencies (s.2(1)). Membership in this list (e.g. as a CARICOM/OECS co-member) is what triggers the s.6 Commonwealth-citizen registration limbs rather than the alien-naturalisation route.

A holder of a Certificate of Recognition / entry permission is NOT subject to any restriction on freedom of movement (including leaving and re-entering Saint Lucia) or on gainful employment that would not apply to a Saint Lucia CITIZEN — citizen-equivalent mobility and work-permit exemption WITHOUT conferring nationality (LC-ASSERT-105). The 12 skilled categories (as at Aug 2024/2025) include university graduates, nurses, teachers, media workers, etc. (LC-ASSERT-106). This is A163 sub-citizenship: preserves original nationality, no pathway to nationality. As of operative regime 2026.

  • Eligible via LC-BIL-01 (outbound OECS limb): an OECS Free Movement Indefinite Stay Stamp on arrival, work without permit, contingent rights (Revised Treaty of Basseterre, in force 21 Jan 2011).

    OECS free movement under the Revised Treaty of Basseterre (Eastern Caribbean Economic Union, in force 21 January 2011) gives all Saint Lucia nationals an 'OECS Free Movement Indefinite Stay Stamp' on arrival in any OECS protocol member state, allowing them and family (spouse/dependants) to reside indefinitely, work without a work permit, travel on government-issued ID, and access contingent rights (LC-ASSERT-107). This is broader than the CSME skilled-categories regime (which covers only 12 skilled categories), but it confers movement/residence rights, NOT nationality. As of continuously since 21 January 2011.

  • NOT available: Saint Lucia has NO US E-2 treaty; Saint Lucian nationals are not eligible for E-2 treaty-investor status.

    Saint Lucia is absent from the U.S. Department of State E-1/E-2 treaty-country list and has no bilateral investment treaty or treaty of commerce and navigation with the United States; therefore Saint Lucian nationals are NOT eligible for E-2 treaty-investor status (LC-ASSERT-109). Saint Lucia's BITs in force are with Germany and the United Kingdom (not the US). The CBI passport must NOT be marketed as conferring a US E-2 angle. As of the current US treaty-country list (2026).
