- CBI-barred nationalities (forward-looking eligibility constraint): Saint Lucia's CBI programme has suspended/barred Russian and Belarusian nationals since 15 February 2023 and Iranian nationals since 21 February 2023 (tied to the Six CBI Principles agreement with the US Treasury), with a de-facto Ukraine restriction. Russia is therefore a closed CBI buyer market for Saint Lucia.

PENDING / NOT YET IN FORCE (A228). The Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) Agreement was signed 23 September 2025 by the five OECS CBI member states (Saint Lucia a signatory) to create an independent regional regulator with uniform standards (including a mandatory 30-day residency requirement, annual application quotas, and enhanced due diligence). As of the build date ECCIRA is NOT operational and Saint Lucia's own enabling/ratification primary instrument has not been located — model as provisional, never assert operative. NOTE (P1 V-corr): Act 22/2025 and SI 57/2026 are ENACTED/OPERATIVE (NOT pending); Act 22/2025 does NOT itself establish ECCIRA — only ECCIRA is pending.
Provisional: s.30A residency/genuine-link takes effect 1 January 2026 (Act 22/2025).
Act 22/2025 inserts s.30A requiring an applicant and each qualifying dependant to comply with prescribed residency and genuine-link requirements; s.30A(2): 'takes effect from the 1st day of January, 2026.' Modelled as a current statutory requirement; the precise prescribed quantum is set by regulation (treat detail as provisional until the regulations are confirmed).
Not yet operative: ECCIRA is pending (A228), not in force.

Built-RE (US$500,000, SI 57/2026) is operative; off-plan US$300,000 carries a 1 Dec 2025 project-approval sunset.
SI 57/2026 (operative) adds the built real estate class at US$500,000 + US$30,000 admin + 5-year hold + escrow (regs 12A-12C); the off-plan real estate option (US$300,000, SI 106/2024) carries a 1 December 2025 project-approval sunset. Class and timing should account for both, plus the s.30A residency requirement from 1 Jan 2026.
