Operative conditions:

• Applicant is a citizen of an EU/EEA member state (EU 27 + IS, LI, NO, CH)
• 3-year uninterrupted permanent residence in CZ (vs 5-year for non-EU/EEA/CH)
• Czech B1 + reálie testing per Vyhláška 433/2013 Sb. (with §14(4)+(5) exemptions where applicable)
• Clean criminal record (§22 Act 186/2013)
• Demonstrable financial means
• Integration test
• Non-threat-to-state requirement

Critical operational notes:

• The 3-year reduction reflects pre-existing EU residence-rights baseline under Directive 2004/38/EC
• Permanent-residence permit threshold operationally lower for EU/EEA/CH applicants given Directive 2004/38/EC Article 16 long-term-resident-after-5-years rights
