Lex Ukraine VII — הגבלות על מגישי בקשות בעלי אזרחות רוסית

CZ-XCT-06 documents the active discriminatory restriction on Russian-Federation-citizen applicants for Czech citizenship under §7x and §7y inserted into Act 65/2022 Sb. (Lex Ukraine cluster) by Act 24/2025 Sb. (Lex Ukraine VII; effective 2025-02-21). The restriction is a CASCADE-UNIQUE nationality-based bar absent in HU, AT, DE, FR, IE, GB, IL, IT, ES, PT, PL, LT, RO peers.

Operative conditions (Lex Ukraine VII §7x + §7y):

• Russian-Federation citizens >15 years old applying for CZ citizenship are subject to:
• §7x: ALL pending citizenship applications (granting under §14 + declaration under §31/§32) by RF citizens are SUSPENDED until §2 Act 65/2022 expires (currently tied to 2026-03-31 with auto-extension)
• §7y: RF citizens applying for CZ citizenship must FIRST submit document proving loss of RF citizenship; procedure terminates if document not submitted within deadline
• The restriction affects ~2,000+ pending applications (per CZ-SRC-188 Deloitte Legal CZ practitioner analysis)
• Constitutional challenge expected
• Tier 3 (liberal) reading would treat as constitutionally vulnerable per Charter Art 1+3 equal-protection foundation + ECN 1997 Art 5 non-discrimination principle
• Affects all Lex Ukraine VII-targeted citizenship pathways: §14 NAT-01 standard naturalization, §15(1) waiver categories including spouse pathway MAR-01, §16 SPC-03 meritorious-services, §31 + §32 DSC-01/02 declarations
