Art 23 L.3838/2010 (ΦΕΚ Α' 49/24-03-2010), as amended by Art 142§9 L.4251/2014 and Art 42§1 L.4604/2019 — ΕΔΤΟ-holder facilitated naturalisation; ομογενείς exempt from Art 5(2) integration conditions (GR-EV-059, GR-EV-058).
Not eligible for THIS route. Without an ΕΔΤΟ he cannot use the Art 23 short-track; he is routed to Art 7§8 L.3284/2004 for ομογενείς permanent residents of Greece (a redirect, not a denial of citizenship).
The Art 23 L.3838/2010 short-track is gated on holding a valid ΕΔΤΟ; co-ethnics without one use Art 7§8 L.3284/2004 (GR-EV-062, ypes.gr routing GR-SRC-074).
Not eligible for the Art 23 short-track. Her ΕΔΤΟ is a family-member residence status, not a co-ethnic certificate; she naturalises (if eligible) through the ordinary spouse/residence tracks, not Art 23.
Art 23 L.3838/2010 facilitation is for ομογενείς; the ΕΔΤΟ extends to alien spouses for residence purposes only, which does not confer co-ethnic status (GR-EV-060, GR-EV-059).
