A Commonwealth citizen who has been ordinarily resident in Saint Lucia for 7 years prior to application is ENTITLED on application to be registered as a citizen (Citizenship of Saint Lucia Act, Cap. 1.04, s.6(2)(b); Constitution s.102(2)(b)). This is the rolling Commonwealth-citizen registration track (not the alien-naturalisation route), with ministerial discretion to aggregate discontinuous residence or accept for special reasons a shorter period (s.6(4)). Citizens of the Republic of Ireland are treated in like manner (s.2(6)). Not a separate reduced-years CBI/CARICOM track — it is the s.6(2)(b) Commonwealth limb.

- Commonwealth-citizen registration by 7-year residence (Act limb): a person who, being a Commonwealth citizen, has been for a period of 7 years prior to the application ordinarily resident in Saint Lucia is ENTITLED upon application to be registered as a citizen (Citizenship Act s.6(2)(b)). This is a rolling entitlement, distinct from the constitutional 'at commencement' transitional limb. - Commonwealth membership for citizenship purposes is statutorily enumerated: 'Commonwealth' for the Citizenship Act includes Saint Lucia, the United Kingdom, Canada, Australia, New Zealand, India, Pakistan and a closed list of named member states plus associated states/dependencies (s.2(1)). Membership in this list (e.g. as a CARICOM/OECS co-member) is what triggers the s.6 Commonwealth-citizen registration limbs rather than the alien-naturalisation route.

- Oath-of-allegiance condition on registration: the Minister MAY require a citizen of any prescribed Commonwealth country to take an oath of allegiance before registration under s.6 (Citizenship Act s.6(5)); under the Constitution a British protected person, alien, or (if so prescribed) a non-realm Commonwealth citizen aged 21+ MUST take the oath before registration (Const s.102(4)).

This is the rolling Commonwealth-citizen registration track — distinct from alien naturalisation (no renunciation precondition). 'Commonwealth' is statutorily enumerated and includes co-member states (LC-ASSERT-076). The Minister may aggregate discontinuous residence or, for special reasons, accept a shorter period (s.6(4); LC-ASSERT-062). Note the s.6(6) discretionary-refusal grounds apply to subsection-(2) applications (LC-ASSERT-061). As of continuously since 22 February 1979.
Eligible via LC-NAT-02: Irish citizens are treated in like manner to Commonwealth citizens (s.2(6)), so the registration track applies.
Citizens of the Republic of Ireland who are not Commonwealth citizens are treated, for the purposes of the Citizenship Act, in like manner as Commonwealth citizens (s.2(6)), and an 'alien' expressly excludes a citizen of the Republic of Ireland (s.2(1); LC-ASSERT-077). An Irish national therefore accesses the Commonwealth-style 7-year-residence registration route (s.6(2)(b)) rather than the alien-naturalisation route (s.8). The 7-year ordinary-residence entitlement and the s.6(4) aggregation discretion apply. As of continuously since 5 June 1979.
Potentially eligible via LC-NAT-02: the Minister may aggregate discontinuous residence under s.6(4).
For the s.6(2)(b) Commonwealth 7-year track, the Minister may aggregate discontinuous periods of residence, or for special reasons accept a period shorter than 7 years (Cit Act s.6(4); LC-ASSERT-062). A Commonwealth resident whose residence totals 7 years but contains gaps may therefore still qualify through ministerial aggregation. The underlying entitlement remains the s.6(2)(b) ordinary-residence limb; the discretionary-refusal grounds in s.6(6) apply to the subsection-(2) application. As of continuously since the s.6 limbs (Act 20/1984).
