Mexico's Indigenous constitutional framework is the most comprehensive and multi-layered in the T1+ cohort. CPEUM Art 2, reformed comprehensively on DOF 2024-09-30 (EIF 2024-10-01), now recognizes Indigenous peoples and communities as "sujetos de derecho público con personalidad jurídica y patrimonio propio" — legal subjects of public law with their own legal personality and patrimony. This represents the 2024 cascade-FIRST: the paradigm shift from a 2001 framework that recognized Indigenous peoples' rights "in the public interest" to a 2024 framework that grants them full legal personality as collective public-law entities.

The captures this specific 2024 constitutional transformation. Prior frameworks (2001 Art 2 reform under Fox; 2019 Apartado C Afro-Mexican addition under AMLO) had established substantial Indigenous rights, but they treated Indigenous communities as subjects of rights granted by the state. The 2024 reform, approved by the Cámara de Diputados on 2024-09-18 with 492 votes (practically unanimous), initiated by President AMLO on 2024-02-05, and with EIF 2024-10-01, reconceptualizes Indigenous peoples as holders of inherent legal personality — a distinction that carries significant implications for land rights, self-governance, and judicial standing.
