Example scenarios

  • Free movement gives rights without nationality — it is NOT a pathway to SKN citizenship.

Positive disconfirmation (sub-citizenship). The OECS Economic Union (Revised Treaty of Basseterre) and the CARICOM Single Market (Revised Treaty of Chaguaramas/CSME skilled-national regime) confer movement, residence, work and establishment rights as a national of one's OWN country, preserving original nationality. This is sub-citizenship (rights without nationality), not naturalisation. To obtain SKN nationality the person must use a separate statutory route, though CSME residence can count toward the 14-year ordinary-residence clock.

  • KN currently participates only in CSME skilled-national/services/establishment categories, not the full CARICOM free-movement regime.

Positive disconfirmation. While four CARICOM states launched full free movement in October 2025 (St Kitts Nevis Observer), KN's participation is in the CSME categories (skilled nationals, service providers, establishment) rather than the unrestricted full-free-movement track. The distinction matters for which CARICOM nationals may freely relocate to SKN. Status flagged as participation-scope-specific, not full free movement.
