Legal basis
Primary statute: ECCIRA Agreement Bill 2025 (act no. unconfirmed; passed SCN National Assembly ~17 Oct 2025 per CIU/SKNIS press release) + OECS MoA Mar 2024. Operative 2025-09-22–present. Authority: OECS / ECCIRA (pending).
Example scenarios
Not yet operative — model the application under current SRO 20/2024 + CIU, not ECCIRA.
Pending paradigm shift (do not assert operative). The OECS Memorandum of Agreement (March 2024) set a US$200,000 minimum CBI floor + anti-discount commitment; the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) treaty was signed c. 22 Sep 2025 by the five OECS-CBI states (KN ratified ~17 Oct 2025) and enters into force 30 days after the 5th ratification. Until then KN CBI is governed by the Citizenship Act + SRO 20/2024 administered by the CIU. Applicants should plan on the current regime while monitoring ECCIRA.
