Who qualifies

Transnistria-born or Transnistria-residing persons qualify for MD citizenship under standard provisions:

  • Art. 9(1) Law 253/2025 — Jus sanguinis (MD-citizen parents)
  • Art. 9(2)-(3) Law 253/2025 — Jus soli backstop + foundling
  • Art. 10 Law 253/2025 — Recognition for adult applicants (Art. 10(d) — 23 June 1990 residents)
  • Art. 14 Law 253/2025 — Naturalization (standard pathway)

Special civil status registration

Under Law 100/2001 Art. 4(3)(d):

  • MD civil status acts issued for events in "left bank of Dniester and Bender municipium"

  • ASP authorized to register births, marriages, deaths despite de facto separation

  • Implements MD's ECtHR positive obligations under Ilașcu doctrine

  • PMR-issued documents NOT recognized in MD

  • PMR-issued documents NOT recognized by any UN member state

Typical 6-18 months naturalization; 3-6 months descent; 12-24 months special grant.
