• §31 Act 186/2013 framework provides limited applicability for repudiation-of-citizenship-by-conduct cases (e.g., serving in foreign hostile state armed forces against CZ interests in some interpretations)

The kickoff anchored §31 to "loss for serious threat to state" — but per fabrication-correction analysis, §31 actually addresses the declaration regime for former-citizens, not state-threat loss. There is NO clean §-anchor for state-threat-loss in current Act 186/2013 framework. The route documents the conceptual category and constitutional constraints rather than a specific statutory mechanism.
