- La norma jus-sanguinis del Art. 10(a) se aplica igualmente a un niño nacido en el EXTRANJERO de un padre ciudadano georgiano: la ciudadanía georgiana surge por ministerio de la ley al nacer (el acto es declarativo, no constitutivo), por lo que no existe un registro o declaración discreta que la confiera; el registro solo evidencia un estatus que ya se posee. Es suficiente que cualquiera de los padres tenga la ciudadanía georgiana en el momento del nacimiento, sin límite generacional ni calificador territorial. Cuando la paternidad se establece fuera del matrimonio, después del nacimiento o póstumamente, el artículo 10(a) determina la adquisición de que un padre sea ciudadano georgiano "en el momento del nacimiento" una vez que la paternidad se establece legalmente (la mecánica de paternidad del derecho civil se encuentra en el Código Civil, fuera del estatuto de ciudadanía y codificada de manera conservadora).

The Art 10(a) jus-sanguinis rule applies equally to a child born ABROAD to a Georgian-citizen parent: Georgian citizenship arises by operation of law at birth (the act is declaratory, not constitutive), so there is no discrete registration or declaration that confers it — registration only evidences a status already held. Either parent's Georgian citizenship at the moment of birth suffices, with no generational limit or territorial qualifier. Where parentage is established out of wedlock, after the birth, or posthumously, Art 10(a) keys acquisition to a parent being a Georgian citizen 'at the moment of birth' once that parentage is legally established (the civil-law parentage mechanics sit in the Civil Code, outside the citizenship statute and conservatively coded).
