Quién califica
- Honorary citizenship of Georgia (Art 7) may be granted, only with the grantee's consent, to an alien on one of two enumerated grounds — (i) an exceptional contribution to Georgia and to mankind by scientific and/or public activity, or (ii) a profession and qualification that is of interest for Georgia — and only where the grant is based on the national interests of Georgia. It is a non-nationality status: by definition (Art 2(g)) it does not give rise to the rights and duties established for a citizen of Georgia, so the holder remains a foreign citizen and acquires no Georgian nationality, and it is not among the Art 9(3) four types of naturalisation.

- The procedure for granting honorary citizenship of Georgia is set by a regulation approved by an ordinance of the Commission (Art 28(1)) — a dedicated procedural track distinct from the Art 9(3) naturalisation procedures and from the Art 17 exceptional presidential grant. Because honorary citizenship confers no citizen rights or duties (Art 2(g)) and the holder does not become a citizen, it triggers none of the naturalisation consequences: no Art 8 oath of allegiance, no renunciation-of-prior-nationality effect, and no Art 12 residence/language/history-and-law conditions apply to it.

Honorary citizenship (Organic Law Art 7) is conferred by the President for exceptional scientific/public contribution, but per Art 2(g) it confers NO citizen rights or duties — an honorific status, NOT a nationality pathway (A163 sub-citizenship). She does not become a Georgian national or gain a passport.
