    For births outside Singapore BEFORE commencement of s.7 of the 2004 Amendment Act, descent passed only patrilineally: Art 122(1)(a) requires the FATHER to be a Singapore citizen by birth or registration at the time of birth (SG-E1-011, SG-E2-033). Rajesh's father was Malaysian, not a Singapore citizen; his Singapore-citizen mother could not transmit descent under the pre-2004 rule. This is the patrilineal-bar edge case (DSC-02): the 2004 gender-neutral reform operates prospectively and does not retroactively cure pre-commencement births. Rajesh is not a citizen by descent. (Any route now would be the ordinary PR-then-registration/naturalisation path, not descent.)

    Catherine was born in 1992, BEFORE commencement of s.7 of the 2004 Amendment Act, so the applicable rule is the pre-2004 patrilineal one: Art 122(1)(a) requires the FATHER to be the Singapore citizen (SG-E1-011/SG-E2-033). Her father was British; her Singapore-citizen mother could not transmit descent under the pre-2004 rule. The 2004 gender-neutral reform operates PROSPECTIVELY for births on/after commencement and does not retroactively confer descent on persons born earlier (temporal qualifier, SG-E2-033). Catherine is not a citizen by descent. This is the 'born abroad pre-2004 to SG mother -> patrilineal bar -> DSC-02' edge case the brief specifically calls for.
