Art 139(2) gives him no acquisition pathway. It is a status-EQUIVALENCE rule: existing law applies to an Irish citizen (not also a Commonwealth citizen) AS IT APPLIES to a Commonwealth citizen, except so far as Parliament otherwise provides. It is a colonial-era legacy equivalence, not a means to acquire Singapore citizenship. He must use the ordinary PR-then-registration/naturalisation route.
Art 139(2) (SG-E3-024): 'Any existing law shall, except so far as Parliament otherwise provides, apply in relation to a citizen of the Republic of Ireland who is not also a Commonwealth citizen as it applies in relation to a Commonwealth citizen.' Per SG-E3-024 this is a status-equivalence (Commonwealth-Ireland legacy) provision, NOT a pathway for an Irish citizen to acquire Singapore citizenship.
