Nationality at birth is conferred ONLY by descent (§2(1)1-2), plus two narrow territorial SAFEGUARDS — birth in ROK to unknown/stateless parents (§2(1)3) and the foundling presumption (§2(2)). A child born on ROK soil to foreign (non-Korean, non-stateless) parents does NOT acquire ROK nationality by birth.
