- Правило закона крови в статье 10(а) в равной степени применяется к ребенку, родившемуся ЗА РУБЕЖОМ от родителя-гражданина Грузии: гражданство Грузии возникает в силу закона при рождении (акт является декларативным, а не учредительным), поэтому не существует отдельной регистрации или декларации, которая его предоставляет — регистрация лишь подтверждает уже имеющийся статус. Достаточно грузинского гражданства любого из родителей на момент рождения, без ограничения поколений или территориальных ограничений. Если отцовство установлено вне брака, после рождения или посмертно, статья 10(а) предусматривает приобретение ключей родителем, являющимся гражданином Грузии «в момент рождения», как только это отцовство установлено юридически (гражданско-правовая механика установления отцовства закреплена в Гражданском кодексе, вне закона о гражданстве и консервативно закодирована).

The Art 10(a) jus-sanguinis rule applies equally to a child born ABROAD to a Georgian-citizen parent: Georgian citizenship arises by operation of law at birth (the act is declaratory, not constitutive), so there is no discrete registration or declaration that confers it — registration only evidences a status already held. Either parent's Georgian citizenship at the moment of birth suffices, with no generational limit or territorial qualifier. Where parentage is established out of wedlock, after the birth, or posthumously, Art 10(a) keys acquisition to a parent being a Georgian citizen 'at the moment of birth' once that parentage is legally established (the civil-law parentage mechanics sit in the Civil Code, outside the citizenship statute and conservatively coded).
