• Commonwealth-citizen status does NOT give him any pathway to Singapore citizenship. Art 139(1) confers Commonwealth-citizen status only ON existing Singapore citizens (a status flowing FROM Singapore citizenship), not on Commonwealth nationals seeking to acquire Singapore citizenship. He must follow the ordinary PR-then-registration/naturalisation route. This is a positive disconfirmation.

  Art 139(1) (SG-E1-030, SG-E3-023): 'every person who is a citizen of Singapore enjoys by virtue of that citizenship the status of a Commonwealth citizen in common with the citizens of other Commonwealth countries.' This is a STATUS attaching to existing SG citizens, NOT an acquisition route (SG-CMW-01 'status, not acquisition'; SG-E3-023). • Art 139(2) gives him no acquisition pathway. Per SG-E3-024 this is a status-equivalence (Commonwealth-Ireland legacy) provision, NOT a pathway for an Irish citizen to acquire Singapore citizenship.
