Historically, the documented subjects were the Greek-Orthodox minority of Istanbul — pogrom victims (1955) and, distinctly, the ~10,000-12,000 Greek-passport holders expelled in 1964-65. The expellees already held Greek nationality and retained it; the pogrom victims' nationality was untouched. No status is conferred or removed by membership of this cohort.

A modern descendant proving Greek nationality relies instead on ordinary descent evidence — a Greek-national expellee ancestor's municipal/registry record — under GR-DSC-01, not on any GR-HIS-04 form.

No Greek authority accepts or processes a GR-HIS-04 application because the route is documentary. Historically, the relevant authorities were Turkish (which imposed the 1964-65 expulsions) and the Greek reception apparatus that resettled returning Greek nationals. As of 2026, ordinary nationality matters for descendants of the cohort are handled by the competent Decentralised Administration / Ministry of the Interior under the standard Code (Art 1 descent) or, for Art 10 ομογενής naturalisation, the Greek Consul of the applicant's place of residence forwarding to the Minister of the Interior.
Exceptions & edge cases
The biggest pitfall is coding this cohort as a Greek denationalisation: the 1964-65 expellees RETAINED Greek nationality and the 1955 pogrom changed no nationality — this is Turkish-side persecution (loss of residence/property in Turkey), not a Greek loss-of-nationality act (V-CORR 23). A second pitfall is confusing the two Istanbul-Greek cohorts: the 1964-65 expellees held GREEK passports (this route), while the resident Constantinopolitan remnant held TURKISH nationality (GR-DSC-06). A third pitfall is naming the wrong treaty: Turkey denounced the 1930 Convention of Establishment, not the Treaty of Lausanne, and that treaty conferred no nationality.
