מי זכאי
The 'ομογένεια' (Greek ethnic origin) standard used in Art 4 is the same co-ethnic concept applied across Arts 10/15/23 — assessed by Greek authorities on documentary and other evidence of Greek lineage/consciousness. Eligibility to enter a Greek military school or to enlist as a volunteer is governed by separate military-recruitment legislation ('σύμφωνα με την ισχύουσα νομοθεσία'), which sets age, fitness and admission rules — those are upstream conditions, not part of the nationality grant. No language/civics testing applies to the Art 4 grant. Because acquisition is ipso jure (§1, §3) or by bare application (§2, §5), there is no ΠΕΓΠ / Art 5A language-history-culture examination and no Citizenship-Council interview (those attach to ordinary naturalization of αλλογενείς; ομογενείς are anyway exempt from the Art 5(2) conditions). Practical guidance (2026): confirm provable ομογένεια FIRST — without Greek descent the route is unavailable regardless of service; understand that §1/§3 acquisition is automatic with no 'citizenship application' to file; use §5 promptly for minor children before they turn 18 or marry; do not confuse Art 4 with Art 3 (adoption) or expect a generic foreign-recruit scheme; for diplomat/military-family residence-counting look to Art 5(1)(δ) ordinary naturalization not Art 4; and plan for the renunciation lock while military obligations are outstanding. If not pursuing a military career, prefer the civilian co-ethnic routes (Art 10/15/23).

For the ipso-jure modes (§1, §3) acquisition is automatic and generated by the Hellenic armed forces / Ministry of National Defence recruitment apparatus. For the application modes (§2 wartime volunteers; §5 child-following), the Γενικός Γραμματέας της Περιφέρειας (Regional General Secretary) / modern Regional Citizenship Directorate, under the Ministry of the Interior citizenship machinery, is the receiving/deciding authority (Art 4 §2, §5). The Ministry of the Interior owns the Nationality Code; service obligations fall under the Ministry of National Defence.
Exceptions & edge cases
The defining pitfall is treating Art 4 as a generic 'join the Greek army → get citizenship' scheme open to any foreigner — it is RESTRICTED to ομογενείς (V-CORR 17). A second pitfall is confusing Art 4 (armed forces) with Art 3 (adoption), which is a different mode. A third is assuming the 'diplomat/military-family residence-counting' facilitation is part of Art 4 — it is actually an Art 5(1)(δ) ordinary-naturalization clause. Acquires Greek nationality automatically (αυτοδίκαια) from the date of admission to the military officers' school; no separate citizenship application, fee, exam, or oath ceremony (military oath substitutes).
Art 4 §1 ΚΕΙ (L.3284/2004): Greek-descent aliens admitted to military officer/NCO schools acquire Greek nationality ipso jure from admission; §4 — the military oath replaces the citizen's oath. Ethnicity gate satisfied (ομογενής).
age 22 · nationality: Georgian (Pontic Greek descent, former-USSR community)
Acquires Greek nationality automatically from the date of enlistment.
Art 4 §1 ΚΕΙ: Greek-descent aliens enlisting as volunteers under applicable law acquire nationality ipso jure from enlistment. Co-ethnic (ομογενής) requirement met; volunteer-enlistment nexus met.
age 25 · nationality: Ukrainian (no Greek ancestry)
NOT eligible under this route. Art 4 is restricted to αλλοδαποί ομογενείς; a non-ethnic-Greek cannot acquire nationality through military service. Redirect: ordinary naturalization (Art 5 — 7 years' lawful residence, €550 fee, ΠΕΓΠ exam) once requirements are met.
Art 4 §1 ΚΕΙ opens with 'Ομογενείς αλλοδαποί' — the route is ethnicity-restricted (V-CORR 17). Without Greek descent, the only path is the general Art 5 naturalization track.
age 30 · nationality: Russian (Greek descent), acquirer-parent who became Greek under Art 4 §1
The minor unmarried child (age 8) becomes Greek from the same point in time on the parent's application to the Regional General Secretary. The married adult child (age 21) does NOT qualify and must use an independent route.
Art 4 §5 ΚΕΙ: minor AND unmarried children of an Art 4 acquirer become Greek on the parent's application; the benefit excludes adult or married children. Child-following here is Art 4 §5, distinct from the general Art 11 mechanism.
age 28 · nationality: Kazakh (Greek descent)
May obtain Greek nationality by application to the Regional General Secretary as a wartime volunteer (§2); and upon attaining reserve-officer rank acquires nationality automatically (§3). Original Kazakh nationality is retained (Greece permits dual nationality), but renunciation would be blocked while military obligations are outstanding.
Art 4 §2 (wartime/mobilization volunteer, application to Regional General Secretary 'without further formality') and §3 (officer promotion ipso jure). Dual nationality retained under Art 16; renunciation barred while military obligations incomplete (Arts 16(3)/20).
