Examples qualifying as of 2026: (a) an Albanian national who attended Greek primary+secondary school in Greece for 9+ grades and has accrued 7 years' lawful residence — qualifies for the Art 7(4) exam exemption on naturalisation; (b) a Georgian who earned a Greek-language degree from a Greek ΑΕΙ and holds a Greek apolytirio — qualifies for Art 1B §2 declaration (file within 3 years of graduating); (c) a minor Ukrainian permanent resident who completed 6 secondary grades in a Greek school — qualifies for Art 1B §1 declaration.

The route's purpose is exemption from the ΠΕΓΠ. The ΠΕΓΠ (mandatory from 1.4.2021) is a written exam of 20 knowledge MCQs (40 pts) plus a language part (60 pts), total 100; pass is 70% overall with simultaneous sub-minima of language ≥66% (≥40/60) and knowledge ≥50% (≥20/40); held twice a year (typically May and November). Under Art 7(4) it is waived for those with 9/6 grades of Greek schooling or a Greek-language Greek-ΑΕΙ degree; the Art 1B declaration route has no ΠΕΓΠ at all. As of 2026.

Art 7(4) lane (as of 2026): accrue 7 continuous years' lawful residence; assemble educational-tie proof; file the naturalisation application (Art 6) at the Regional Citizenship Directorate and pay the παράβολο; claim the Art 7(4) exemption so the ΠΕΓΠ exam is waived; attend an integration interview only if the Directorate has doubts (Art 7(6)-(7)); Naturalisation Committee (Art 12) opinion → MoI decision (Art 8) published in the ΦΕΚ; swear the oath (Art 9) within one year, on which nationality is acquired.

The Regional Citizenship Directorate (Περιφερειακή Διεύθυνση Ιθαγένειας) of the Decentralised Administration receives applications and conducts any integration interview (the service was renamed by L.5225/2025). The Naturalisation Committee (Επιτροπή Πολιτογράφησης, Art 12) gives an opinion on the αλλογενής file; the Minister of the Interior decides naturalisation (Art 8) and has overall competence (Art 25). For the Art 1B route, the Coordinator of the Decentralised Administration decides. ΠΕΓΠ exams are organised by the MoI's competent service but are bypassed here via Art 7(4).
Exceptions & edge cases
Key edge cases as of 2026: (1) a Greek-ΑΕΙ graduate without a Greek apolytirio fails Art 1B §2 but still gets the Art 7(4) exam exemption on the 7-year naturalisation lane; (2) an English-medium Greek-ΑΕΙ degree may not trigger the Art 7(4) university exemption, which keys to Greek-language programmes (conservative reading); (3) Art 1B windows allow a minor up to 21, and to 23 if the right matures after majority within the 3-year deadline; (4) kindergarten years are excluded from the 9/6-grade count.

Eligible for ordinary naturalisation with a ΠΕΓΠ exam exemption (Art 7(4)). She files the Art 6 naturalisation application, pays the €550 παράβολο, and is exempted from the written exam; she still shows economic/social integration for ≥5 of 7 years. Nationality is acquired on the Art 9 oath.
Code Art 7(4) exempts from the ΠΕΓΠ anyone who completed nine grades of primary+secondary education in a Greek school; the 7-continuous-year residence requirement of Art 5(1)(δ) is satisfied. The educational tie is treated as evidence of the 'genuine bond' (ΟλΣτΕ 460/2013), so the exam vehicle is waived while the Art 5/5A backbone remains. (.)

Eligible to acquire by DECLARATION under Art 1B §2 — not full naturalisation. He files the declaration-application personally at the Decentralised Administration, pays €100, and the Coordinator decides within one year; nationality is acquired from ΦΕΚ publication. No ΠΕΓΠ, no 7-year clock.
Code Art 1B §2 grants a right to acquisition to a permanently+legally resident foreigner who graduated from a Greek ΑΕΙ/ΤΕΙ AND holds a Greek secondary apolytirio, provided the declaration is filed within the exclusive 3-year deadline from graduation (14 months is within window). Eligible under Art 1B §1 (schooling-only minor): the 6 completed secondary grades satisfy the statutory test. The kindergarten years are irrelevant because they do not count, but she meets the requirement on the secondary grades alone. The declaration is filed, €100, Coordinator decides within 6 months, nationality from ΦΕΚ publication.
Code Art 1B §1 establishes the right on successful completion of EITHER nine grades primary+secondary OR six grades secondary in a Greek school; «Η φοίτηση στο νηπιαγωγείο δεν προσμετράται» — kindergarten does not count, but is not needed here. Decision deadline 6 months (Art 1B §4). (.)

Does NOT qualify for Art 1B §2 (the Greek-school apolytirio is mandatory and he lacks it). However, his Greek-language Greek-ΑΕΙ degree triggers the Art 7(4) ΠΕΓΠ exemption on the ordinary 7-year naturalisation lane: he files the Art 6 application, pays €550, and is exempted from the exam.
Art 1B §2 expressly conditions the graduate right on holding a Greek secondary apolytirio from a Greek school in Greece — absent here. But Art 7(4) exempts graduates/master's-holders of Greek-language Greek-ΑΕΙ programmes from the ΠΕΓΠ, which he can claim on the standard naturalisation track once the 7-year residence is met. (.)

Time-barred from Art 1B §2: the exclusive 3-year deadline from graduation has lapsed (4y2m > 3y). He must instead pursue ordinary naturalisation, where his Greek-ΑΕΙ degree + Greek schooling still secure the Art 7(4) ΠΕΓΠ exemption once he meets the 7-year residence requirement.
Art 1B §2 imposes an exclusive (αποκλειστική) 3-year deadline from graduation; once it lapses the declaration right is lost. The educational ties remain valid for the Art 7(4) exam exemption on the naturalisation lane (Arts 5-9), which has no such graduation-linked deadline. (.)
