Application to UW competent by residence per Art. 36 ust. 1. Mazowiecki UW default for non-resident. PLN 1,000 from 2025-08-01. 6-month decision deadline. Appeal: odwolanie MSWiA 14d to skarga WSA 30d to NSA kasacja.

Art 30 ust 1 pkt 3 requires (1) UdSC-recognized refugee under Ustawa ochronna; (2) min 2y pobyt staly. Both met — 2018 refugee, 2020 pobyt staly (6y). B1 cert from State Examination Commission satisfies post-2025-07-01. PLN 1,000 fee 2025-08-01 may require financial planning; legal aid via UNHCR PL or Caritas Polska.
NOT ELIGIBLE pkt 3 as of 2026. Three alternatives: (1) UdSC refugee status + 2y pobyt staly to pkt 3; (2) pobyt staly other route + 3y to pkt 1 [PL-NAT-01]; (3) convert to formal pobyt staly + 3y general Uznanie pkt 1.
Art 30 ust 1 pkt 3 requires uchodzca per Ustawa ochronna — formal UdSC recognition. Pomoc Act (Dz.U. 2022 poz. 583) holds ochrona czasowa — legally distinct. PL-VC-REF-002: Pomoc Act does NOT shortcut to pkt 3. NSA has not extended pkt 3 to temp protection by analogy. Fastest realistic: convert to formal pobyt staly + 3y general pkt 1.

UNHCR letters generally accepted by Wojewodas (Mazowieckie + Malopolskie most documented) though practice varies (NLR MEDIUM no NSA harmonization).
