- SIGNATURE ROUTE — Under Law 5901/2009 Article 17 (Türk vatandaşlığının evlat edinilme ile kazanılması), 'A minor child adopted by a Turkish citizen (Bir Türk vatandaşı tarafından evlat edinilen ergin olmayan kişi) can acquire Turkish citizenship from the date of the adoption decision (karar tarihinden itibaren) provided he/she has no quality constituting an obstacle with respect to national securi (Current Art 17 framework: 12 June 2009 (Law 5901 EIF) to present. Pre-2009 framework under repealed Law 403/1964 had similar but procedurally distinct adoption pathway (now historical reference only).)
- Adoption procedure (Yönetmelik 2010/139 Articles 32-33): Application is filed with NVİ provincial Müracaat Makamı (Application Authority) on a form-petition by the Turkish-citizen adopter (Evlat edinenin isteğini belirten form dilekçe). Required documents: (a) form-petition; (b) birth certificate (Doğum belgesi); (c) birth registration record (Doğum belgesine dayanılarak düzenlenen doğum tutanağı) (Current procedure: Yönetmelik 2010/139 EIF 6 April 2010 to present, with NVİ EVS digital integration since 2018.)
- Adoption-citizenship requirements (Law 5901 Art 17 + Yönetmelik 2010/139 Art 32): (i) Adoptee MUST be minor (ergin olmayan) at the time of application — assessed under adoptee's own national law, or Turkish law if stateless/multi-national; (ii) Adopter MUST be a Turkish citizen — Law does NOT require both adoptive parents to be Turkish if joint adoption involves only one Turkish citizen and one fo (Current adoption-citizenship framework: 12 June 2009 to present (Law 5901 Art 17 + Yönetmelik 2010/139 Arts 32-33 EIF 6 April 2010).)
- Adoption-citizenship + family unit consequences: Per Law 5901 Article 17 + Article 20(2): 'The acquisition of Turkish citizenship by the decision of the competent authority shall not affect the spouse's citizenship' — same principle extends to adoption-citizenship. Where multiple persons are adopted by the same Turkish citizen, each minor child acquires citizenship independently from date of their (Family-unit framework: Law 5901 Arts 17+20 EIF 12 June 2009 to present.)
