For the application modes (§2 wartime volunteers; §5 child-following), the Γενικός Γραμματέας της Περιφέρειας (Regional General Secretary) / modern Regional Citizenship Directorate, under the Ministry of the Interior citizenship machinery, is the receiving/deciding authority (Art 4 §2, §5). Exceptions & edge cases
The defining pitfall is treating Art 4 as a generic 'join the Greek army → get citizenship' scheme open to any foreigner — it is RESTRICTED to ομογενείς (V-CORR 17).
