Обзор

This route covers naturalisation by a person holding an asylum residence permit on a subsidiary-protection basis rather than as a recognised Convention refugee. The distinction sounds technical and is not: it changes what you pay, and it changes how the requirement to give up your existing nationality is handled.

What is the same as on any other naturalisation route: five years of lawful admission and principal residence immediately before the application, counted across the European Netherlands, Aruba, Curacao, Sint Maarten and the Caribbean public bodies (RWN art 8(1)(c); consolidated text in force since 1 October 2023); the naturalisation test at CEFR A2; a conduct record free of relevant criminal sanctions over a five-year rehabilitation period; and the declaration of solidarity made in person at a ceremony. Nationality is granted by Royal Decree on the Minister's proposal (RWN art 7(1)) and vests only on handover of your personal extract, backdated to the date of the decree.

What is favourable: you should be paying the reduced tariff. The reduction under BON 2002 art 3(2) turns on holding an asylum residence permit under Vw 2000 art 28 or 33, or a comparable Caribbean permit — it is keyed to the permit, not to the protection ground. In the European Netherlands that is EUR 847 rather than EUR 1,139 for a single applicant (2026 schedule; WBN 2025/3, Stcrt. 2025, 31825, in force 1 January 2026).

What needs care: the statutory exemption from the renunciation duty in RWN art 9(3)(d) is written for a person recognised as a refugee. It does not name subsidiary protection. Relief is available, but through a different door — see the requirements and edge cases below.

Требования

As of 25 July 2026:

  • Five years of lawful admission and principal residence immediately before the application, counted across the European Netherlands, Aruba, Curacao, Sint Maarten and the Caribbean public bodies (RWN art 8(1)(c)). Subsidiary protection does not shorten this. If you are also stateless, RWN art 8(4) gives a three-year term and is worth checking.
  • No objection to your continued residence for an indefinite period (RWN art 8(1)(b)).
  • The naturalisation test, which is the civic integration examination, at CEFR A2 in reading, listening, speaking and writing (Besluit naturalisatietoets arts 3(1)(h)(2) and 5(1); in force since 26 May 2022). B1 is sufficient but is never required. Since 1 October 2017 the examination also covers the participation statement track and knowledge of Dutch society. Waiver is possible on a medical, psychological or intellectual impediment meaning the test could not be passed within five years, assessed on advice from Argonaut, or on demonstrated but unavailing effort — in its main form at least three attempts at the failed parts plus at least 600 hours at a certified provider. The attempt count fell from four to three with effect from 1 April 2023.
  • Conduct: no serious suspicion, based on your conduct, that you present a danger to public order, good morals or the security of the Kingdom (RWN art 9(1)(a)), over a five-year rehabilitation period raised from four with effect from 1 May 2018. Only indictable offences count.
  • Renunciation: in principle you must do what you can to lose your existing nationality (RWN art 9(1)(b)), unless that cannot reasonably be required. The four statutory exemptions in RWN art 9(3) do not name subsidiary protection. Policy nevertheless recognises fifteen exemption categories in total — the four statutory ones plus eleven under the reasonableness limb — and the ones most likely to apply here are that you cannot be required to make contact with the authorities of your state of nationality, that the state does not permit renunciation in law or in practice, and that there are special and objectively appreciable reasons not to renounce.
  • The declaration of solidarity, spoken in Dutch at a ceremony (RWN arts 8(1)(e) and 23(2)). Attendance is compulsory for everyone aged 16 or over.

If your principal residence is in the Caribbean, RWN art 8(1)(d) requires Dutch and the language current on your island, cumulatively.

Policy states the governing principle in general terms: asylum holders may not be referred to the government of their country of origin to produce foreign evidence (Handleiding Rijkswet op het Nederlanderschap 2003, art 7, in force since 1 July 2026). The relief that follows is framed around holding an asylum permit rather than around the protection ground.

Travel document. In place of a valid foreign passport you may produce a Dutch refugee passport (vluchtelingenpaspoort) or a Dutch alien's passport (vreemdelingenpaspoort). A Dutch alien's passport can never serve as proof that you hold a foreign nationality — it substitutes for the travel document only.

Civil-status documents. The main rule for a regular permit holder is a legalised or apostilled foreign birth certificate together with a valid foreign passport. Evidentiary impossibility (bewijsnood) is accepted for a civil-status deed where such deeds are or were never drawn up in that country, where the register has been lost, or where an official report from the Ministry of Foreign Affairs has led to a decision not to require deeds from that country for the time being because of the political situation. For the passport, bewijsnood is accepted where you are stateless or where a comparable ministerial report applies.

Four counter-indications remove the exemption: holding a document issued to you personally by the authorities of your country of origin after the date of the asylum permit; a legal act performed there at your request after that date; voluntary travel to the country of origin after that date; or being born in a country other than the one whose nationality you hold and fled, in which case a birth certificate may still be demanded if one was drawn up. Even then the exemption may still be granted on the circumstances.

Family members holding a permit dependent on yours will in most cases not be required to produce a passport or birth certificate either, assessed case by case.

Legalisation and translation. You bear the cost and effort. In the European Netherlands a sworn translation is required only where the document is in a language other than Dutch, English, German or French; in the Caribbean Netherlands the trigger is narrower, anything other than Dutch or English. The translation must be physically attached to the original or certified copy. In the Netherlands an apostille is a sticker issued by the courts; digital apostilles issued abroad are accepted but the Netherlands issues paper ones only.

On conduct you sign a declaration on residence and conduct (model 2.3). The immigration service obtains a judicial-records extract and a police-systems check. There is no Verklaring Omtrent het Gedrag in this procedure. Foreign convictions must be disclosed in full with copies of the judgments and sworn translations at your own cost.

The reduction under BON 2002 art 3(2) is for an adult who is stateless or who holds a residence permit under Vw 2000 art 28 or 33, or a comparable permit in Curacao, Sint Maarten, a Caribbean public body or Aruba. Note what the provision keys on: the permit, not the ground on which it was granted. Check which permit article your document cites before assuming the standard tariff applies to you.

In force 1 January 2026, per constituency. These are separately fixed amounts in each currency, not conversions of one another.

  • European Netherlands (WBN 2025/3, Stcrt. 2025, 31825): reduced single EUR 847, reduced joint EUR 1,163, against standard tariffs of EUR 1,139 and EUR 1,454. Each co-naturalising child costs EUR 168 regardless of tariff.
  • Aruba (WBN-A 2025/3, Stcrt. 2025, 31841): reduced single Afl. 1,761, reduced joint Afl. 2,418; per child Afl. 349.
  • Curacao and Sint Maarten (WBN-CM 2025/3, Stcrt. 2025, 31847): reduced single Cg 1,765, reduced joint Cg 2,423; per child Cg 350.
  • Bonaire, Sint Eustatius and Saba (WBN-BES 2025/3, Stcrt. 2025, 31842): reduced single USD 989, reduced joint USD 1,359; per child USD 196.

The joint reduced tariff applies where at least one of two applicants filing together falls in the reduced category. The Aruba and Sint Maarten government websites omit the reduced tariffs entirely; the reduction exists Kingdom-wide by force of BON 2002 art 3(2) whatever those pages show.

Payment rules. One instalment, paid to the burgemeester in the European Netherlands, the Governor in Aruba, Curacao or Sint Maarten, the Minister for the Caribbean Netherlands, or the head of the diplomatic or consular post abroad. If payment does not arrive within six weeks of receipt of the application, the application is set aside without being handled (BON 2002 arts 5 and 6). The one-year decision period does not begin until the fee has been paid or fully waived (RWN art 9(4)), so a payment delay is a delay to your own file.

Where the naturalisation test is sat in Curacao or Sint Maarten it is charged separately at Cg 275, Cg 225 and Cg 110 for its three parts (WBN-CM 2025/3, in force 1 January 2026). Examination fees for the European Netherlands, Aruba and the Caribbean Netherlands are not established.

Nationality is Kingdom law. The governing instrument is the Rijkswet op het Nederlanderschap (RWN), consolidated text in force since 1 October 2023 with no amendment since. Residence and admission are per-constituency matters governed by separate local legislation, which is why the permit that founds this route is a Netherlands instrument while the nationality conditions are Kingdom-wide.

The grant is in RWN art 7(1): the King grants Dutch nationality on the Minister's proposal. Where the applicant's principal residence is in Aruba, Curacao or Sint Maarten, RWN art 7(2) inserts that country's Minister of Justice into the advisory chain.

The conditions are in RWN art 8(1): five years of admission and principal residence (art 8(1)(c)), no objection to continued indefinite residence (art 8(1)(b)), integration at a level fixed by decree (art 8(1)(d)) and willingness to make the declaration of solidarity (art 8(1)(e)). The integration level is fixed at CEFR A2 by the Besluit naturalisatietoets, arts 3(1)(h)(2) and 5(1), in force since 26 May 2022.

Refusal grounds are in RWN art 9. Art 9(1)(a) covers serious suspicions of danger to public order, good morals or the security of the Kingdom. Art 9(1)(b) imposes the renunciation duty, expressly subject to the qualification that it does not apply where renunciation cannot reasonably be required. Art 9(3)(a)-(d) lists the four statutory exemptions: nationals of a State party to the Second Protocol of 2 February 1993 to the 1963 Strasbourg Convention; a person born in the Netherlands, Aruba, Curacao or Sint Maarten and principally resident there at the time of the application; a person married to a Dutch national; and a person recognised as a refugee in the Netherlands, Aruba, Curacao or Sint Maarten. Subsidiary protection appears in none of the four, so relief on this route runs through the reasonableness qualification in art 9(1)(b) itself, as elaborated in policy.

The decision period is in RWN art 9(4). Procedure and the handover regime are in the Besluit verkrijging en verlies Nederlanderschap, in force since 1 March 2017, arts 33-38 and 60b. Fees derive from the Besluit optie- en naturalisatiegelden 2002, with the reduced tariff in art 3(2) and the operative 2026 amounts in the annual indexation instruments. Exceptions & edge cases

Subsidiary protection is not refugee recognition, and RWN art 9(3)(d) says refugee. The four statutory exemptions from the renunciation duty are exhaustive as statutory exemptions, and subsidiary protection is not among them. That does not leave you exposed — policy recognises eleven further categories under the reasonableness limb of RWN art 9(1)(b) — but it does mean your exemption has to be claimed and evidenced rather than assumed. The categories most likely to fit are that you cannot be required to contact the authorities of your state of nationality, that the state does not permit renunciation in law or in practice, and that special and objectively appreciable reasons exist. If your status was in fact granted on Convention grounds, say so, because that puts you inside the statutory exemption instead.

Renunciation happens after, not before. Whatever category applies, in practice renunciation is only ever required once naturalisation is complete. For some categories you sign a statement of willingness at intake; for the categories covering automatic loss of the original nationality, states that do not permit renunciation, and unrecognised states, no such statement is required at all.

If the exemption is claimed on cost, there is a floor and a ceiling. A renunciation fee equal to or lower than the reduced Dutch naturalisation tariff for a single application can never succeed as an exemption ground, whatever your income or assets. A renunciation fee equal to or higher than ten times the standard Dutch tariff for a single application always succeeds. Between those two points the ratio of your income to the fee decides, and asset limits apply. Applying the 2026 European Netherlands tariffs, the floor is EUR 847 and the ceiling EUR 11,390. Expect to produce pay slips, benefit statements, bank statements, proof of any securities, the residual mortgage on an owner-occupied home and the property valuation decision.

One trip home can cost you the document exemption. Voluntarily travelling to the country of origin after the date of your asylum permit is a listed counter-indication, as is obtaining a document from those authorities in person or causing a legal act to be performed there at your request.

If you are also stateless, compare routes. Statelessness brings a three-year residence term under RWN art 8(4) rather than five, and the same reduced fee.

An open criminal case for an indictable offence on the judicial-records extract is by itself enough to establish serious suspicions under RWN art 9(1)(a); no further examination of the underlying facts is required.

Missing the ceremony ends the grant. If your extract is not handed to you within one year of the date the Royal Decree bears, it lapses by operation of law and you are not Dutch. No objection or appeal lies against that lapse.
