Grenada

A minor adopted by a Grenadian citizen under a Grenadian adoption order automatically becomes a citizen from the date of the order (Citizenship Act Cap 54 s.4 'Citizenship on adoption'). This is automatic acquisition on the order date, distinct from the discretionary registration of minors under s.6 (GD-CBN-01).

CARICOM Single Market (Revised Treaty of Chaguaramas) and OECS Economic Union (Revised Treaty of Basseterre) confer free-movement and skilled-national rights to Grenadians and to nationals of member states WITHOUT conferring Grenadian nationality. Sub-citizenship status; does not lead to nationality.

Person born in Grenada on or after 7 February 1974 is a citizen by birth (Constitution s.96), subject to the diplomat-parent and enemy-alien-wartime exceptions.

Foundling/abandoned newborn found in Grenada is deemed born in Grenada (Citizenship Act Cap 54 s.2(3)) unless the contrary is shown; conditional birth situations.

Minor children may be registered as citizens on application (Citizenship Act Cap 54 s.6), including derivative registration when a parent acquires citizenship.

Person born outside Grenada on or after 7 February 1974 is a citizen by descent if a parent is a Grenadian citizen otherwise than by descent (Constitution s.97).

Descent does not transmit where the Grenadian parent is a citizen only by descent (Constitution s.97 read with s.94(3)); the first-generation-abroad limiter caps indefinite jus sanguinis.

Registration of a descendant (notably a grandchild of a Grenadian) as a citizen under the operative s.5A (Citizenship (Amendment) Act 1996), implemented by SRO 68/2016 (gazetted 4 Jan 2017; reg 4B + Part II Third Schedule; fee EC$500). Section 5A registration operates in practice: SRO 68/2016 (and reg 4A) are expressly made under 'section 5A of the Act', so the descendant/grandchild registration route is administered. However, the consolidated principal Act marks ss.5A-5E 'Repealed', and the verbatim operative text of s.5A (Citizenship (Amendment) Act No. 31 of 1996) is not byte-confirmed

Grenada operated an economic-citizenship programme from 1997 to about 2001 under the pre-2013 s.5A/5B/5C cluster of the Citizenship (Amendment) Act No. 31 of 1996: the Grenada Citizenship Order SRO 47/1997 set a national development levy of EC$45,000 (s.5B) and an approved-project investment of EC$45,000 (s.5C), with authorised agents under s.5E; the Eighth Schedule also carried an s.5A registration fee of EC$60,000 (adult plus up to three dependants under 25, EC$15,000 each additional). Discontinued about 2001; the predecessor to the 2013 Citizenship by Investment Act. Historical; not a currently-available pathway.

Non-refundable donation to the National Transformation Fund (NTF): from US$235,000 for a single applicant OR a family of up to four (same base). Per-dependent add-ons (after the 3rd dependant): additional child or parent/grandparent aged 55+ = +US$25,000; parent/grandparent under 55 = +US$50,000; sibling (18+, single, childless) = +US$75,000. Per-person government fees: Application US$1,500; Due Diligence US$5,000 (17+; 0-16 nil); Processing US$1,500 (17+)/US$500 (under 17); Interview US$1,000 (17+) + Financial-Sponsor Interview US$1,000; Passport US$350 (adult)/US$250 (minor); Oath of Allegiance US$500. No residency/physical presence/language/civics test; dual citizenship; ~6-8 months. Administered by the IMA with a 7-member CBIC; mandatory interview since Sep 2023; two-tier authorised-agent channel. Statutory basis Act 15/2013 (am. Act 3/2019); pricing SRO 15/2024 (EIF 1 Jul 2024); OECS US$200,000 floor.

Investment in a Government-approved real-estate project: from US$270,000 for a co-investment share (introduced ~April 2019 at US$220,000, raised to US$270,000 EIF 1 Jul 2024) or US$350,000 for a sole/full unit (constant since launch), PLUS a US$50,000 Government Fee and ~US$11,000 property/share registration. Mandatory 5-year holding period before disposal (Act 3/2019 s.5 -> s.11(3)); resale to a subsequent CBI buyer permitted after 5 years (s.11(4)); ban on guaranteed buy-back/discount (OECS MoU). Same per-person fees and dependent add-ons as the NTF route. Real estate is ~70% of approvals (IMA 2025).

Eligible dependents (Act 3/2019 s.2): spouse; child <18, or >=18 and <30 if supported; parent/grandparent above 55, and (separate tier) not exceeding 55, fully supported; sibling >=18, single with no children (no upper age limit); child born within 12 months of grant. Among the most family-inclusive CBI programs globally.

A person married to a citizen of Grenada is entitled to be registered as a citizen (Constitution s.98; Citizenship Act Cap 54 s.5(3)).

Alien of full age/capacity may be granted naturalisation: 12 months continuous residence immediately preceding the application + aggregate >=5 years residence/Government-service within the preceding 7 years + intent to reside + oath of allegiance (Citizenship Act Cap 54 s.7). No CARICOM reduced-years track exists.

Commonwealth citizens and citizens of the Republic of Ireland of full age/capacity may register after 5 years' residence (Citizenship Act Cap 54 s.5).

Minister may, in special circumstances and subject to the approval of both Houses of Parliament, grant a certificate of naturalisation to an alien/British protected person of full age and capacity, dispensing with the ordinary residence conditions (Citizenship Act Cap 54 s.7(3)).

Grenada is not a party in its own right to the 1954 Statelessness Convention or the 1961 Reduction of Statelessness Convention (it does not appear on the UN Chapter V-3 / V-4 participant lists; UNHCR's UPR submission recommends that Grenada ratify both).

Deprivation of citizenship (registration/naturalisation citizens only; birth/descent protected per Const s.99(2)) under Citizenship Act Cap 54 s.9: grounds = fraud/false-representation/concealment (s.9(2)(a)); national security (s.9(2)(b)); disloyalty, wartime enemy-trading, or 12-month imprisonment within 5 years of naturalisation (s.9(3)); subject to a public-good proviso (s.9(4)) and the s.9(5)/(6) notice-and-inquiry-committee safeguards. In The Attorney General of Grenada v Muhammed Ehsan (Eastern Caribbean Supreme Court, Court of Appeal, GDAHCVAP2019/0020, 27 November 2020) the Court SEVERED the words 'and, in that case, subsections (5) and (6) shall not apply' from Citizenship Act Cap 54 s.9(2)(b) as unconstitutional (infringing Constitution s.8(8), protection of the law / due process); the national-security deprivation GROUND SURVIVES but may no longer be exercised without the s.9(5)/(6) notice-and-inquiry safeguards. US$50,000 vindicatory damages were upheld. CBI citizenship is revocable for fraud/non-compliance.

A citizen of full age and capacity who is, or is about to become, a citizen of another country may, for that reason, make a prescribed declaration of renunciation (Citizenship Act Cap 54 s.10; Regulations SRO 5/1977 reg 9 + Seventh Schedule; fee EC$250 to register the declaration); on registration the person ceases to be a citizen. The Minister may withhold registration only where the declarant is a national of another country during a war in which Grenada is engaged. A married woman is deemed of full age. The 'is/about to become a citizen of another country' precondition structurally prevents renouncing into statelessness.
