Example scenarios

• Possibly eligible if she falls within a Constitution s.95 entitled-person category; otherwise the operative s.5A / s.5 statutory routes govern.

  Constitution Cap 128A s.95 lists categories of persons ENTITLED to be registered as citizens; GD-REG-01 is the umbrella registration route. Whether she qualifies depends on fitting a specific s.95 category. If she does not, the operative s.5A (1996, via SRO 68/2016 for descendants) or s.5 (Commonwealth/Irish, 5-year residence) statutory registration routes apply instead. (REG-01 carries an NLR on the exact 1996 s.5A(1) gazette wording, but the operative status is resolved.)

• s.5A registration is OPERATIVE — the 'ss.5A-5E Repealed' label in the principal Cap 54 refers to an earlier spent cluster; a distinct s.5A under the Citizenship (Amendment) Act 1996 remains in force.

  GD-REG-01/GD-DSC-03 resolve this: the principal Cap 54 marks ss.5A-5E 'Repealed' (an earlier spent economic-registration cluster), but a separate s.5A under the Citizenship (Amendment) Act No. 31 of 1996 remains in force and underpins both the legacy economic-citizenship registration and the modern grandchild/descendant registration of SRO 68/2016 (gazetted 4 Jan 2017). So the descendant route via s.5A is live; the 'Repealed' label does not negate the 1996-Act s.5A.
