Resumen

The new Reglamento Interior de la Secretaría de Gobernación (SEGOB), published DOF 2025-03-21 and entering into force DOF 2025-03-22, is the Sheinbaum administration's first comprehensive restructuring of SEGOB's organizational structure. As the ministerial authority that houses the INM (Instituto Nacional de Migración), RENAPO (Registro Nacional de Población), CONAPRED (Consejo Nacional para Prevenir la Discriminación), and INPI (Instituto Nacional de los Pueblos Indígenas), SEGOB's organizational structure directly affects the operational framework within which all Mexican nationality acts occur.

The Reglamento Interior SEGOB DOF 2025-03-21 abrogates the predecessor Reglamento Interior SEGOB issued during the AMLO administration. It establishes: the internal organizational structure of SEGOB's central administration; the atribuciones (competencies) of each SEGOB directorate and sub-secretariat; the supervisory framework for SEGOB's decentralized bodies (including INM and RENAPO); and the internal coordination protocols between SEGOB units.

Relevance to the nationality knowledge base:

INM: The Reglamento Interior SEGOB establishes the supervisory relationship between the SEGOB Sub-Secretaría de Gobernación and the INM. Under the 2025 Reglamento, INM's institutional relationship with SEGOB is maintained under the current Ley de Migración framework — the proposed IAMH transformation (MX-PND-INM-MOVILIDAD-2024) is NOT reflected in this Reglamento because the IAMH iniciativa has not yet been enacted. The 2025 Reglamento thus represents the Sheinbaum administration's current operational posture for migration management — using the existing INM structure while the IAMH legislative process develops.

RENAPO: The Reglamento Interior SEGOB establishes RENAPO's atribuciones within the SEGOB structure, including: CURP issuance and maintenance; Registro Civil coordination; SINNA (nationality certification portal) oversight; and coordination with SRE-DGAJ on nationality documentation. The CURP Biométrica reform (MX-PND-CURP-BIOMETRICA-2025) operates through RENAPO, and the 2025 SEGOB Reglamento establishes RENAPO's institutional framework for the biometric rollout.

CONAPRED: The Comisión Nacional para Prevenir y Erradicar la Discriminación (CONAPRED) sits within the SEGOB structure and is relevant to nationality cases where nationality refusal or documentation barriers may constitute discriminatory treatment (CPEUM Art 1 non-discrimination). The 2025 Reglamento establishes CONAPRED's operational mandate within the Sheinbaum administration's non-discrimination framework.

INPI: The Instituto Nacional de los Pueblos Indígenas sits as a SEGOB decentralized body under the 2025 Reglamento. INPI's operational mandate for Indigenous affairs — including the Transitorio QUINTO reglamentary compliance gap documented in MX-PND-IND-REGLAMENTARIA-2024 — is structured under the SEGOB supervisory framework established by this Reglamento.
