Eligible via this route if conditions of Const Art 10(1); DL 3/2008 are met.

Adopt the Tier 2 balanced reading. An ordinary-naturalization applicant should plan on: (i) accruing five uninterrupted years of PERMANENT residence under DL 3/2008 before filing, treating the clock conservatively as PR-years-only pending resolution of PA-NLR-A5-05; (ii) being of majority age and declaring personally; (iii) preparing an EXPRESS, written renunciation of the origin nationality to the Ejecutivo - Panama does not permit a naturalized citizen to retain the prior nationality, and naturalized status is itself losable under Art 13; (iv) passing the Tribunal Electoral Spanish + civics
Eligible for ordinary naturalization
Art 10(1): 5 consecutive years' residence + majority + express renunciation of prior nationality + Spanish and civics (geography/history/political organization). Procedure under DL 3/2008 (Art 118+).
Not yet eligible (ordinary route)
The ordinary route needs 5 years (Art 10(1)); with no Panamanian spouse or child, the 3-year route (Art 10(2)) does not apply.
Cannot naturalize
Art 10(1) requires EXPRESS renunciation of the nationality of origin; a naturalizing foreigner cannot keep dual nationality (contrast the indelibility natural-born citizens enjoy).
May be denied
Art 12 lets the State deny a carta for reasons of morality/security/health/incapacity; a serious record can ground denial.
