ELIGIBLE. Iceland acceded to 1954 and 1961 Statelessness Conventions on 2021-01-26 (IS-FAB-002 V-correction confirmed). Convention accession is prospective, NOT retroactive -- pre-existing statelessness is not extinguished. Applicant stateless since birth (pre-2021) remains stateless. IS-NAT-STATELESS-5Y-01 operative from L. 61/2018 EIF 2018-07-01 regardless of convention accession date. 7y residence exceeds 5y threshold. A180 citizenship-track confirmed. A2 CEFR Icelandic (Reg 1129/2008) + s9 financial conditions apply.
IS-FAB-002: Iceland was NOT a long-standing party to statelessness conventions -- accession 2021-01-26. Route IS-NAT-STATELESS-5Y-01 predates accession (L. 61/2018 EIF 2018-07-01) and covers all stateless persons per Aliens Act s3(20) regardless of when statelessness arose.
