Exceptions & edge cases
- DISCONFIRMED. The purported '2004 dual-nationality hinge' — whereby pre-2004 acquisition of a foreign nationality caused LOSS of natural-born nationality and Acto Legislativo No. 1 de 2004 flipped this to retention ('no se pierde') — is a MYTH. Constitucion Art 13 is verbatim-identical pre- and post-2004; Acto Legislativo No. 1 de 27 jul 2004 was principally INSTITUTIONAL (e.g., eliminated the second Vicepresidente, adapted to multiparty democracy, removed military-era provisions), not a Titulo II nationality reform. NO 2004 loss->retention transition should be asserted. - DISCONFIRMED. There is NO reacquisition-of-nationality route for NATURAL-BORN Panamanians, because natural-born nationality is never lost (Art 13 'no se pierde'). A natural-born Panamanian who acquired another nationality does not 'recover' nationality — only lifts the ciudadania suspension (recobro). Reacquisition/recovery of nationality proper is relevant ONLY to naturalized persons who actually lost it.
