סקירה כללית
A person born in the Republic to parents who have been admitted for permanent residence, and who is not already a citizen, qualifies to be a South African citizen by birth if he or she has lived in the Republic continuously from birth until becoming a major (age 18) and the birth is registered under the Births and Deaths Registration Act 51 of 1992 (s2(3) of the Citizenship Act 88 of 1995). Entitlement crystallises at majority rather than at birth.

s2(3) confers citizenship by birth on a person born in the Republic to PR-holder parents who (a) lived in the Republic from birth to majority AND (b) has a registered birth — both met at 18. Unlike the s4(3) route for children of non-PR parents, s2(3) yields status by birth ('qualifies to be... by birth'), not a discretionary naturalisation application.
Not eligible under ZA-BTH-03 — continuous residence broken.
s2(3)(a) requires the person to have lived in the Republic continuously 'from the date of his or her birth to the date of becoming a major'; the four-year absence defeats the unbroken-residence condition. She would instead have to pursue ordinary naturalisation (s5) once she holds permanent residence in her own right.
