Overview
The MD-RO bilateral descent overlap is the largest unidirectional bilateral descent-based dual-citizenship pattern in the cascade cohort. Per Romanian Ministerul Afacerilor Interne (MAI) July 2025 reply to MP Valeriu Munteanu (AUR) parliamentary interpellation, 858,913 Moldovan citizens have completed redobândire (reacquisition) of Romanian citizenship over 1991-2024 (1991-2002 simplified Embassy procedure ~85,500 + 2002-2024 ANC/Ministry of Justice 773,413), with 150,607 additional applications in process at ANC. Approaching 1 million dual MD-RO citizens within 2-3 years, equating to approximately 36% of MD's pre-Transnistria population (~2.41 million); ~85% of MD population genealogically eligible.
This pathway operates through Romanian Law 21/1991 Article 11(1) which provides reacquisition for persons who lost Romanian citizenship "din motive neimputabile lor" (involuntary loss — including Soviet annexation of Bessarabia 1940-06-28) and descendants up to grade III inclusive (great-grandchildren), via fast-track procedure operationalized by OUG 87/2007 (MO 634/17.09.2007) and refined by OUG 5/2010. The anchored genealogical source is Romanian Law 724/1924 (Bessarabian Romanian Kingdom citizenship statute) — NOT Constitution 1923 as ).
Enabled on MD side by Law 232/2003 which excluded Art. 23(1)(d) "service in foreign armed forces" cessation ground from Law 1024 — cohort-FIRST (. 3). Law 253/2025 Art. 4 continues dual citizenship permissibility (multiple citizenship explicitly permitted).
