The Certificado de Nacionalidad Mexicana (DNN-1) is the official documentary instrument through which SRE-DGAJ formally recognizes a person's Mexican nationality by birth. It is NOT a pathway to nationality — it is the documentary recognition of a pre-existing right. The DNN-1 has four subcategories corresponding to the four fracciones of CPEUM Art 30 A:

• DNN-1 A: Born in Mexican territory (Art 30 A I — MX-BTH-01)
• DNN-1 B: Born abroad, child of mexicano/a por nacimiento (Art 30 A II — MX-DSC-01/03)
• DNN-1 C: Born abroad, child of mexicano/a por naturalización (Art 30 A III — MX-DSC-02)
• DNN-1 D: Born aboard Mexican-flagged vessel or aircraft (Art 30 A IV — MX-BTH-04)

The DNN-1 framework was established by Ley de Nacionalidad 1998 Arts 3 + 16-19 and given format specifications by Acuerdo SRE DOF 2014-01-31 (modified DOF 2016-05-25). Processing time is 1 día hábil — among the fastest in the cohort. Tarifa 2025-26: MXN 2,475.

Processing is centralized through SRE-DGAJ in CDMX, with módulos regionales for in-person submission in some states, and the 50+ consulates abroad for diaspora applicants.

• Any person qualifying under CPEUM Art 30 A I, II, III, or IV (mexicano por nacimiento)
• Age: available from birth onwards; parental application for minors
• Documents: vary by subcategory (birth certificate, parental DNN-1 or acta, etc.)
• Apostilla waived for foreign documents since DOF junio 2024
