- The SI-HU bilateral axis is Layer-2-dominant within the triple-layer architecture (primary anchor at SI-BIL-001). Hungary was NOT an SFRY successor state — Hungary maintained continuous sovereignty post-1989 transition from People's Republic of Hungary to Republic of Hungary.
