SI-DSC-002 Child born abroad to one SI parent registration before age 18. STANDARD route. Primary anchor ZDRS Article 5 born-abroad declaration up to age 36 (extended via ZDRS-E 2017 amendment). Confers DECLARATORY RIGHT (not discretion) on persons born abroad with at least one Slovenian-citizen parent at the time of applicant birth. First-degree-born-abroad alternative pathway. Procedurally simpler than SI-DSC-001 (multi-generation discretionary descent).
