Legal basis

Union citizenship is established by Article 9 TEU ("Every national of a Member State shall be a citizen of the Union. Citizenship of the Union shall be additional to and not replace national citizenship") and operationalised by Article 20 TFEU, which provides that "every person holding the nationality of a Member State shall be a citizen of the Union" and confers four core rights: free movement and residence (Article 21 TFEU), municipal/European-Parliament voting in the Member State of residence (Article 22 TFEU), diplomatic and consular protection by other Member States outside the Union (Article 23 TFEU), and the right to petition the European Parliament, the European Ombudsman, and the Commission (Article 24 TFEU).
