Overview
SI-MAR-002 Registered civil-partnership equivalence (post-2017 ZDRS-E). STANDARD route. Sub-route extending SI-MAR-001 marriage pathway to registered civil partners under Zakon o partnerski zvezi (Civil Partnership Act). ZDRS-E 2017 amendment + 2017 Civil Partnership Act enables registered civil-partnership equivalence at Article 12(2) ZDRS. Same cumulative conditions as SI-MAR-001: 3 years registered partnership + 1 year continuous SI residence + Article 10(1) cross-referenced conditions.
Who qualifies
Cohort A (pre-2023 partnerska zveza, W6.1): operative status is registered partnerska zveza entered before 2023-01-30 under ZPZ Articles 1–10. Evidentiary basis: izpis iz matičnega registra (extract from matriarial register) recording the partnerska zveza, with the date of registration. Where the partnerska zveza was contracted before a Slovenian matriarial officer, the izpis is directly issued by the upravna enota; where the partnership equivalence is being claimed in respect of a foreign-registered same-sex marriage or partnership, the foreign certificate must be apostilled / legalised per and registered with the Slovenian matriarial register before the MNZ application.
Cohort B (post-2023 marriage, W6.2): operative status is zakonska zveza (marriage) contracted under amended DZ Article 3, whether contracted in Slovenia after 2023-01-31 or contracted abroad and registered in the Slovenian matriarial register. Evidentiary basis: izpis iz matičnega registra recording the marriage; or apostilled foreign certificate.
Transitional conversion (Cohort A → Cohort B): Same-sex couples in partnerska zveza pre-2023-01-31 retained the option to convert to marriage under DZ-B transitional provisions. The conversion is a single matriarial procedure under operative MNZ-MJU guidance. Where conversion occurs mid-application, MNZ practice is expected to permit aggregation of partnership duration + marriage duration to satisfy the 3-year requirement; the operative framework is the analogical extension of Article 12(2)'s family-integration rationale through the DZ-B amended definition of zakonska zveza.

Same trigger as SI-MAR-001; not the SI-NAT-002 extraordinary decision-service-date trigger. Pre-oath, the favourable MNZ decision is non-effective for citizenship status; the applicant remains an alien retaining pre-existing citizenship and continues to require regulated alien status under ZTuj-2. Where the prior-citizenship release procedure is in motion, timing coordination is required per SI-MAR-001 §6. Legal basis
Article 12(2) of the Zakon o državljanstvu Republike Slovenije (ZDRS-UPB2, Uradni list RS 24/2007, SOP 2007-01-1211; čistopis 2017-07-22 per ZDRS-E Ur.l.
