Legal basis

Article 64 is a single, jointly-formulated provision conferring co-equal rights on the autochthonous Italian and Hungarian national communities — the constitutional grammar is symmetric, not subordinated: the Hungarian community is not a derivative or analogous beneficiary; it is a co-named constitutional rights-bearer alongside the Italian community.

The provision is structurally distinctive among URS minority provisions in three respects:
