Art 2(11): 'held Lithuanian citizenship before 15 June 1940' means held it at ANY time prior to 15 June 1940; pre-1940 acquisition of a foreign citizenship no longer auto-disqualifies, easing reinstatement-with-dual-retention for pre-1940-descent applicants.
